ResourceManager: A material flow model for recycling and waste management

Since the ban on placing untreated waste in landfill sites (Technical Instructions on Municipal Waste) came into force in June 2005, the increasing number of material waste streams in need of coordination has led to increased complexity of the recycling and disposal structures in the waste management and recycling industry, whereby the issues of material and energy efficiency are gaining importance.

The factors influencing municipal solids waste generation in China is present in this study by multiple statistical analysis. The 12 items was chosen to investigated, including GDP, per capita GDP, urban population, the proportion of urban population, the area of constructed urban, the area of paved roads, the area of urban gardens and green areas, the number of the big cities, annual per capita disposable income of residents, per capita annual consumption expenditure, total energy consumption and annual per capital consumption for households.

Solid-waste generation differs from region to region since it depends on many socioeconomic and other factors. Quantity and composition of generated waste are essential in order to plan a municipal solid waste management strategy. Therefore it is necessary to estimate solid-waste generation for a given region as well as its correlation with the socioeconomic factors. Household’s size is under investigation in the present paper, in order examine whether there is an effect on solid-waste generation.

Municipal solid waste (MSW) management is considered a public service, roviding citizens with a system of disposing of their waste in an environmentally sound and economically feasible way. The amount and composition of waste generated comprise the basic information needed for the planning, operation and optimisation of waste management systems.

Since the Ordinance on Producer Responsibility for Packaging Materials was introduced in Sweden (SFS, 1993; SFS, 1994a; SFS, 1994b), the recycling efforts concerning household waste have been extended and intensified. A large number of different waste sorting programs have been developed locally. The responsibility for collection and recycling is divided between local authorities and producers, which has led to a shattered picture of the waste management strategies, and a rather complex task of evaluating the overall results.

In the field of Municipal Solid Waste (MSW) management, one of the technologies who attracted a growing interest in the latest years is the mechanical/biological treatment (MBT) as a pre-treatment of waste before combustion. The final material from these processes, named generally Refuse Derived Fuel (RDF), after a refining stage can be incinerated or sent to coal fired power stations or to cement kilns. According to his fundamental law 2477/97 that was amended by the law 3094/2003 the Greek Ombudsman (GO) is an independent administrative authority with the mission to mediate between citizens and public authorities with the aim of protecting the right of the citizens to identify maladministration and insufficient protection of citizens’ rights, while recommending appropriate solutions and ensuring observance of (restoring) legality. The waste hierarchy is an easy and comprehendible tool for supporting decision making in solid waste management. The waste hierarchy gives priority to waste reduction, reuse and recycling, incineration and landfilling but the basis for this priority is quite uncertain (McDougall,F.R. et al., 2001;Rasmussen,C. et al., 2005). Thus, it has been the aim to evaluate waste management systems by their environmental profiles by using life cycle assessment.
